Recently purchased a 1997 international 4700 with a 7.3 navistar, i cannot get this thing running and am lost on a diesel! Please help

when was the last time you actually had it running?
Can you offer more specifics--what does it do when you turn the key?

Been 8-10 mos sitting, turn key on, wts light comes on and cycles, can hear clicking under the hood! Replaced crank sensor and still no start, replaced icp and still no start, took icp back and got a ipr and still no start! Took the icp completely out and cranked motor over and oil just drizzles out the hold, it doesnt blow or pour out!
