My brothers 99 7.3 computer is not responding. This is the second time this has happened. The first time it happened we though it had a bad ECM so it was sitting for about a week. Then last night I tried to start it and it fired right up. It ran all night then this morning he tried starting it and it wouldnt go. We plugged his programmer in to see if there was any codes and it said no computer response. Could this be a bad ECM?

Not being able to read codes could simply be the fuse for the cigarette lighter being blown. It's shared with the DTC port power circuit.

The fuse has been blown before and when it was it just doesnt say anything on the programmer screen it now shows "no computer response" on the programmer screen. Also the wait to start light does not come on when the computer isnt responding.

OK, then. Sticky PCM Power relay? Try swapping the PCM power relay for the heater fan relay (assuming that works).
