I have looked all online asked some people no solution. Put in new oil cooler went to go to work and no dash lights headlight or taillights I can pull the handle and brights will flash but nothing else and they won't stay on. All fuses under dash r good don't know where fuse box is under hood can't find it not in same place as my buddies. Is there a relay that could be bad that caused this

If the fuses are good, it almost has to be the headlight switch. It gets power from the same fuse as the flash-to-pass function which bypasses the switch to directly power the high beams.

You won't find a fuse box under the hood on your '04. That went away for the '02 model year, when Ford consolidated all the fuses and relays under the dash.
