Best thing I found was white wall tire cleaner. Let it soak for about a day while re-applying 2-3 times. Then finish it off with a Simple Green and scrub brush.
I assume you're talking about a concrete drive. I have had good luck with brake cleaner. Spray it on and use a TIG brush on it. Let it dry and respray and brush again then spray one last time and let dry. Or, you could use Tide liquid (with Dawn). Best attacked when the drive is in the shade so brake cleaner/detergent has time to work before drying.
