There should be a check ball and spring....... you can remove the whole thing from the filter header....... carefully take it apart and check the ball and spring.

That would be reverse of what is intended....bleeding off any filter header air to the return lines is it's intended purpose.....so double check that, do you have the loop in the clear line to indicate which way fuel/air is going.
