P0603 is from your chip (normal). Try pulling the chip for diagnosis (make sure power is cut to the PCM beforehand). Take that out of the equation and see what happens.

If you're having starting problems, it could be related to lots of things. There's more than one power feed to the PCM, but I'd be suspecting chip or it's connection to the PCM.

When you disconnected your batteries you cleared any stored codes in the computer. The P0603 is the PCM keep alive memory witch means that the batteries have been disconnected. You may want to try and unplug your fuel heater in the filter bowl. It may be drawing enough power or almost shorting out so that the PCM will not see any or enough voltage.

My rig had these identical symptoms and after I changed the electrical ignition switch
the symptoms seem to be gone. I don't see much mention of this cure, but it worked
for me. Now the problem is losing 10 qts oil in 7 miles. It's in a shop for pedestal o rings
and oil galley plugs. There is blow by so that may be my next $$$ job.
