Ok so I locked the brakes on a gravel road only the front ones left any sign. The whole systems been soft for a while now and I have a bad E-brake that doesn't want to fully disengage. I pulled the rear drums off and had a look, new shoes are in. But one of the rear cylinder pistons was tight, real tight almost seized. On the jack stands with the brakes depressed I could still spin the rear drums but the adjustment spindle wouldn't move. Lubed my E-brake line and rammed it to and fro a little in hopes to solve that. Is this a rear cylinder problem or a master, anyone?

Sounds like your back brakes are seized up......... probably from backing your boat into salt water!!!!!!

I would disassemble the brakes and get new cylinders and adjusters also get the pack of replacement springs etc....... You may need some serious heat on the brake line nut to remove the cylinder.

I had a simular problem with a 91 F-350 I tried everything it seemed. I had bought a used wrecking yard power booster installed it to no avail. New right front brake line still nothing. complete rear change out on shoes and cylinders... still no help it seemed ok to drive as long as I had time to pump them a couple of time to get enough pressure the engage the front and back brakes. So I started wandering about the purporsioning valve the one mounted to the frame. Someone told me they were around a hundred bucks so I decided not to buy it... bad mistake a little while down the road I couldn't stop in time and rearended a mother with her kids in the car. Thankfully no one was hurt. The next thing I did was put it in the shop had a new booster put on and that solved my problem. The main thing was soft pedal and pedal going down at stop lights but the biggest thing was the big rush of air I heard when I hit the brakes each time. I still heard this which I found out it was normal to hear it just not as much after I got the booster installed. Hope this helps

Well I changed the rear cylinders, shoes, spring kit, adjusters and rear e-brakes. Everything seems to be working great again, except the e-brake. It just does not want to disengage, I now know its the front line and lubed it all up and keep applying it in hopes to get better release, I adjusted the nut and added another spring in hopes of helping this along. Oh ya the salmon are bitting hard right now.
