I have done the Soup Mod, but it was a disappointment.
After removing the wing nut from the top of the air cleaner, remove the lid. Do you see the large "Soup Bowl"?
The "Soup Bowl Mod" is removing this bowl. Allegedly it helps with air flow, but I have my doubts. Many will claim huge results in MPG, faster pick up, blah blah blah.
It does make removing the air filter lid much easier.
Don’t get too wound up!

Here's an idea - find a 6.9 lid with no soup bowl, then use that instead. I use a 6.9 lid in my 7.3 cause of the no soup bowls, and a 7.3 lower half on my buddy's 6.9 truck cause of the wider intake opening. No power gains on either.

but its not gonna be noticeable unless on a dyno.

If it is not noticeable why do it, and unless you can prove what you believe than it is merely a hypothetical thought.
The easist method is by looking at MPG, assuming you carefully measure gallons consumed over 1000 miles before and 1000 miles after you remove the "Soup Bowl".

That's what I did.

yea but thats not real accurate either because of driving conditions and weather. you cant really tell a difference when you install electric fans either. normally its when you change the mod back to normal is when you can tell.
