Is there a specific way to tell if it's my starter dragging or if it's just that my alt isn't actually charging?

According to alt guage it's charging but...................

Go to start, seams like it starts to turn over faster after about 5 secs. I don't want to burn out the starter either.

First of all you should determine IF you are charging batteries properly. You need to take a reading off of either battery at idle with a decent meter. It should be 14.5 volts max. Then if the starter is doing the same I would clean all terminals including the battery relay and GPR contacts and see if it persists. Lastly take the starter off and get it tested at an Auto-electric place or store. Could be a combination of all three too . . .

wherever you take the starter to--take the batts also--and if they both check out--clean all the cables--and make sure to have no corrosion around the double batt terminal--these are a known corrosion place--and it will eat copper fairly fast---leading to no conductivity-----
