The steering has way more play than it should and I have a fade in my brake pedal.

The steering box and hydro boost line are both leaking, I was told when I change these parts I should change the steering stabilizer and power steering high pressure line. Does this sound right or can I get away with leaving the steering stabilizer alone?

Leaks aren't going to cause play. Play only comes from worn parts. I would go over the linkage and inspect the tie rods, etc. for slop. If you find none, and the play is mostly just off center then the steering box is likely worn, which is a common issue for Fords, especially if it sees a lot of highway miles. You can try adjusting the lash, but its a temporary fix at best. Really a new box is the only long term solution.

All the steering stabilizer does, in theory, is help the truck not wander on the highway. In truth positive caster does this, and the steering stabilizer probably does very little.
