This was a common problem for the '99. The noise goes away when the TC locks up. Yes, there are differences in TCs. You don't want to be putting a high performance unit in front of a stock transmission. The transmission will not take the increased torque multiplication.
The newer Ford replacement torque converter for the 4R100 is a good value choice. It is triple disk with torrington bearings. Much better than the original units. In the $400 range from www.powerstrokeshop.com .
