Trailer Brakes Keep Locking Up

Here's the deal...When coming to a stop, or slowdown, the trailer brakes lock up for an instant...then releases.

I know The brake controller is adjusted correctly as it just recnetly started to do this, but damn...it's got to be hard on the hitch...

any ideas as to why this hapens and what the remedy is would be appreciated.

I had the same thing happen on my boat trailer. Inside the trailer 7 way plug the trailer brake wire was loose. It had moved over and was touching the 12 volt brake wire. Every time I hit the brakes a full 12 volts went to the trailer brakes.
