Twice I've tried to get the drain plug out of my brothers 2004 6.0L Excursion and no go. The allen bolt started to strip the head out. Is there a secret or am I doing something wrong. Why doesn't this thing have a petcock like on my 7.3?

Somebody put it in too tight. At this point, I'd try to epoxy or JB weld the hex key to the plug to get it out. If you can't you'll need a new cover plate & gasket. Go get one of the IH replacment plugs before you start.
The plug has an o-ring seal, and should never be put back in tighter than "snug". With the IH knurled knob, I can tighten or loosen w/out a hex key.

As to the valve, the drain exits out the side of the HFCM. If you put a valve in, it creates a dam that some debris & water would never make it over it.

Thanks for the reply, it is time to change the filter, would it be any easier to get the plug out then? Anything I should know before changing the filter? I was trying to drain it before changing the filter because that is how I do it on my 7.3L

Yep, you need to drain before you change filters. I drain the HFCM using the plug. I replaced mine with this http://www.itpdiesel.com/store.php?crn=158&rn=473&action=show_detail
I didn't get it from Dennis but IIRC, he is selling it for less than I paid. IIRC, they actually came with F450/F550. I actually got mine from the local dealer. Somewhere around here there is a part number.

Anyway, I open the fuel tank cap. Not sure if I need to but it seemed to help on my 7.3.

Drain HFCM using plug - by hand!

Change out bottom (HFCM) filter using 36mm socket. MAC tools has a special one. About $8 - just a cast aluminum socket

Change out upper filter.
