So I am new to this and need help.
I just bought a 2019 F-350 Limited, it is tuned and deleted. I brought it back home from North Dakota from -44 and it would still turn over without a block heater (the truck does not have a block heater) brought it back home in -17 and the next day it will not start not even crank. Tried jump starting it, nothing. Pulled the filters and not jelled. replaced both filters and added diesel supplements. I have now pulled the batteries to try and warm them up. My cold cranking amps are 750. what the heck do I do now? is my starter toast? fuel lines? sensors?

? No block heater? What is the original origin of the truck. When getting down into those types of temperatures a diesel (any diesel) needs the block heater.
To many variables to try and guess your situation. I would think your first task should be to get the engine to “turn over” - whether that be batteries and / or a starter...... then if a no go check fuel delivery and check for gelling. If it was my truck I’d be getting a block heater installed - just my honest opinion.

that I am going to get. I am getting one installed here soon before I go back to North Dakota. The truck came from washington and the dealer didn't even know the tune and if it was deleted. I tried hitting the starter with someone pushing the start button and even had the lights on so I could see the amps. The filters looked brand new.

Since you seem to live where it gets cold,
I would suggest you get these Battery Blankets,
I used them when I was in Grouse Creek, UT one winter, helped a lot in -30*F temps
