For the record, on this 1999 F350 the electronic flasher relay is in the instrument panel fuse box and is a high failure rate item with regard to turn signals and hazard lamps. If it is factory or a genuine Ford replacement it is blue. The second most common cause is dirt getting into the hazard switch because it tends to collect dust and dirt being on top of the column. The best way to see if this is the case is to exercise the button several times to see if the lights begin to function again. Also, with this system, it is important to note that the brake light feed from the BOO switch and the left and right and left turn/hazard feed circuits all have their own poles inside of the multifunction switch passing through the hazard switch first. What this means is that with a dirty witch you could have just one or both signals not working with or without brake lights... or any strange combination. Food for thought.
