I was looking at some tuners on ebay,but am reluctant to buy one off it. If a tuner is vin locked, can it be unlocked without the vehicle?
Most of the ones advertised say they are untested and not guaranteed.

I wouldn't buy one that's "untested and not gauranted", there are usually guys here that sell SCMT's, check the For Sale section.
