If you want to do it with a spray can - I guess Krylon is as good as any. If you want to do it like a shop would do it, you'll need to start with rough up the piece with a grey Scotchbrite pad and then thoroughly degreasing it with isopropyl alcohol. Next, you'll need an adhesion promoter. I use the one from Duplicolor - only because every can of 3M I've ever bought came stopped up from the shop. Then you can use primer and your basecoat / topcoat. Flex additive is recommended in the color and clear for parts that potentially are going to move a lot, but I don't think this piece will unless you're driving a low rider and bumping parking curbs a lot.
