Does the water seperator and the fuel filter need to be above the highest level of the fuel tank? Would the seperator still function properly if it was at the same height or below the fuel tank?

The filter will function where-ever.

I honestly don't know the dynamics of water-seperation; but, I don't think it should matter, either.
