In the engine compartment look at the big 30 amp MAXI fuse in # 22 slot
1996 Bronco/F-Series

If blown the fuel heater shorted out check the MAXI fuse and let us know.
If you just replace the fuse it will blow again untill the fuel heater is unplugged

Autozone has CPS for $25.00 buy 2 and keep one in the glovecompartment with tools to change. On the fuel line was it the line to engine or the return line. Don't think you could hold the pressure with your finger if lift pump was pumping correctly.

Can you...

Check the fuel pressure? At least 20 PSI?

Does the HPOP have oil in the reservoir?

Unplug the ICP and try?

Still thinking here.

Umm...

Yes, tire gauge while cranking. Can be messy. Be careful.

ICP located near front of engine. Should have R & Y/R wire going to it.

See this: Fuel heater connection 2 pictures from friends & fun photos on webshots

Pic courtesy of action4478

No other wires look bare, burnt, or chaffed etc?

Batteries fully charged, cranking strong? Oil level ok?

I had a no start problem that would come and go. Ended up being the seal on the fire wall for the PCM was leaking water dwon into the PCM. Not enough for a water spot in the truck but enough to corrode the inside of the PCM. Just pulling the PCM wiring harness conector isn't enough, need to get the PCM to check.

With a mechanical fuel pump, as long as the cam is turning, the lines are clear, the filter is not plugged, the sock is not plugged and there are no leaks the fuel system and the pump works, you should be getting fuel. The PCM does not control fuel pressure in the early 7.3's. Is there fuel in both tanks? Try switching tanks. If you just replaced the pump, it will take allot of cranking to get the new one primed. Are you getting any fuel at the filter? Are you sure your pressure tester is good?
