No, just because the cooling system has pressure in it does not mean that the HGs are fine. When the HGs fail they allow cylinder pressure to leak into the cooling system, because that pressure is MUCH higher than the cooling system pressure. At first this may only happen at peak cylinder pressure situations, high boost, etc. The HG becomes kind of a one way valve that allows cylinder pressure into the cooling system, but not cooling system pressure into the cylinder(s). Cooling system pressure is only like 13psi. When coolant starts leaking into the cylinder(s) that's end stage HG failure. You at that point are days away from locking the engine up on cranking from it sucking in too much coolant. The problem just doesn't start off that bad; it progresses until it becomes that bad.
