Hard to start when cold

I have a 99' F350 with the 7.3. It used to be my daily driver, but now only used to pull my 5th wheel. So it sits more than usual. It's been really cold lately and I went to start it to move it when I noticed the "wait to start" light wasn't on. After a little troubleshooting, I found the 30 amp ignition fuse had blown. Every time I changed it, it would blow. So I plugged it in hoping the block heater would help. After a few hours I got it started. Now it only starts when the block heater is warm. This never was the case when it was my daily driver. I live in Southern California so it not that cold to require the block heater. Could I possibly have a bad glow plug relay? Or is this another problem all together? Any help is appreciated.

Was it fuse #30 in the under dash fuse box? If so, your fuel heater has shorted out. Pull the fuel heater connector on the rear of the fuel filter bowl, replace the fuse and try to start again. If you're running now, it's just a fluke, because the fuel heater won't fix itself. If you're running now, the hard start could easily be a glow plug system problem. Check the Hard/No Start link in my signature for info on troubleshooting.

Finally got a chance to take a closer look into what the problem was with my truck. And sure enough, it was the fuel heater element!! 2 of the 3 metallic pieces connected to the heater bus were completely broken off and I found them on the bottom of the fuel filter bowl. So I called a local Carquest and they'll have the new part for me tomorrow. I'm getting the same upgraded part you put in your truck. Thank you so much for the help!! You saved me a lot of time and money from taking it to a mechanic and spending more than I wanted to for a $35 part!!
